
Products were canceled for not meeting the criteria established for this category of cosmetics.
On Monday (02/24), the Brazilian Health Regulatory Agency (Anvisa) ordered the regularization of 47 hair pomades used for fixing and styling hair to be canceled (Resolution-RE 681/2025). The measure is part of the agency’s ongoing efforts to ensure consumer safety. The decision bans the products from being sold.
Reason for canceling the pomades
The increase in the inspection of hair pomades is due to the constant monitoring of adverse reactions associated with these products.
The companies had regularized the canceled pomades through the notification process, but did not meet the requirements established by the current standard, RDC 814/2023.
Most of these products did not comply with Article 5 of the regulation, which stipulated that all companies that registered pomades before September 15, 2023, in the Personal Hygiene, Cosmetics and Perfume Products Registration Automation System (SGAS) should update their information by December 31, 2024, by submitting the following documents:
- Valid health license issued by the competent authority or proof of application for the current year, accompanied by the last license granted;
- Updated label, containing detailed instructions for use, including the recommended quantity of the product, as determined by the sole paragraph of article 13 of RDC 752/2022, in addition to the mandatory warnings of article 24, item XV, of the same regulation;
- A digitally signed safety declaration attesting that the product is safe, in accordance with Annex I of RDC 814/2023.
According to article 6 of RDC 814/2023, failure to comply with these requirements results in the product’s regularization being cancelled.

Since the publication of RDC 814 in September 2023, new products in this category must be registered with Anvisa before they reach the market. During this process, the Agency assesses whether the items meet all the required technical criteria.
Products previously notified but showed some inconsistency in the SGAS are being withdrawn from the market.
The notification process was a simplified form of regularization. In this process, the manufacturer presented the technical documentation and took responsibility for complying with the regulations. However, this model is no longer permitted for hair pomades.
The production and sale of products whose regularization has been cancelled constitutes a health infraction and can result in penalties under Law 6437/1977.
Which pomades are still allowed?
Anvisa provides an official list of the products that remain authorized. Only the items included in this document can be legally marketed.

As stipulated in article 9 of RDC 814/2023, only duly regularized pomades can be manufactured and sold. Anyone who fails to comply with this rule will be subject to the penalties provided for in Law 6437/1977.
Warnings about using hair pomades
Anvisa reinforces the importance of using modeling pomades correctly and warns of the risks of using irregular products. Among the adverse effects reported are:

✔ Excessive tearing
✔ Itching and redness
✔ Eye swelling
✔ Headache
