The integration of the payment of the health surveillance fee into the Single Foreign Trade Portal is scheduled. Check the implementation schedule.

 

Anvisa is promoting the integration of the payment of the Health Surveillance Inspection Fee (TFVS) and the import process protocol (LI/LPCO) into the Centralized Payment for Foreign Trade (PCCE) module, available on the Single Foreign Trade Portal (Siscomex )

This initiative is part of ongoing actions that aim to optimize approval flows for the import and export of goods and products subject to health inspection. The changes are directly linked to preparations for the New Import Process (NPI) – Duimp, in which Anvisa will be included.

In recent months, the agency, in collaboration with the Secretariat of Foreign Trade (Secex), the Federal Revenue Service, Serpro, the Union of Customs Brokers of São Paulo (Sindasp), as well as some selected companies, have worked to validate the integration payment of fees to the PCCE system.

The validation process has already been successfully carried out in partnership with Banco do Brasil, Santander, Itaú and Caixa Econômica Federal. From this validation, a schedule was established to implement payment integration and change import process protocols.

Between October 21st and November 22nd, 2024, tests will be carried out with specific companies. If there are no problems, the migration of protocols will be carried out by product category, according to the schedule:

·         From 11/25: LI/LPCO import petitions for food;

·         From 12/2: petitions for cosmetics, sanitizing products, patterns, baby bottles and biological material;

·         From 12/9: petitions for medicines and controlled substances;

·         From 12/16: petitions for medical devices.

With this change, the petition via the Solicita System will no longer be necessary, with the TFVS payment being made at the time of LPCO registration, according to the petition’s subject code.

To ensure greater transparency and predictability for the sector, a manual with detailed guidance on this new protocol flow will be made available, accessible on Anvisa’s official website. Additionally, a webinar will be held on November 4th at 10am, aimed at clarifying the process for the sector.
